Finding 1 — Money is no longer the constraint. Spending is up ~80% on 2021; delivery capacity, components and eligible suppliers are the constraint.
Finding 2 — The 40% joint-procurement target cannot be met by ministries alone. Half the gap is visibility: demand exists in parallel, invisible to itself.
Finding 3 — Ownership is now an eligibility question. A meaningful share of European suppliers would fail EDF/EDIP control tests as currently structured — most don't know it yet.
